Australian Decommissioning Brief / Issue 01

A long horizon. A specific basis

The national estimate, the scope behind it and what selected public records establish.

01 / The scale and the basis

The number needs its boundary.

Xodus for DISR · April 2025 report ↗ (opens in a new tab)

The government-published estimate covers existing offshore oil and gas infrastructure within its Commonwealth-waters scope. It assumes full removal and assets installed by July 2024.

The study includes facilities, pipelines, subsea infrastructure and wells. Assets wholly in state or territory waters and onshore are excluded. Commonwealth pipelines crossing state waters are included to the low-water line. The report sets out further boundaries and exclusions.

This is an indicative portfolio estimate, not an audited provision or a firm project budget. It should not be compared with an older headline number as evidence of savings without first reconciling scope and method.

Engineering implication

For an individual asset, the useful starting point is a linked inventory, proposed end state, removal method and execution window. Keep external dependencies and assumptions visible before comparing estimates.

The national figure provides context. The asset-specific work establishes the decision basis.

02 / Reading the public record

Accepted does not mean complete.

The Atlas baseline contains ten selected NOPSEMA activity or assessment records. Eight show an accepted environment plan; two are revisions under assessment. Five of the ten record a titleholder-notified commencement.

Acceptance, commencement and completion are separate events. A published start date does not establish which components have been removed. The component scope and source date belong with every status.

Regulatory reading

NOPSEMA’s decommissioning hub lists property removal, proactive planning and consent-to-surrender material dated 31 March 2026. For a project team, the distinction between permissioning, physical completion and title surrender remains essential.
